結論
以人為本、促進人的全面發展、實現社會和諧穩定是服務型政府施政的最終目標。完善的經濟社會發展考核評價體系能充分反映人的全面發展，要求政府在促進經濟發展的同時，更加注重保障和改善民生，讓經濟發展的成果更多更公平地惠及全體人民，增進人民福祉，提高人民幸福感，切實把人民生活水平的提高和質量的改善作為政府工作的出發點和落腳點。因此，完善經濟社會發展考核評價體系必將引導政府職能轉變，支撐行政體制改革，推進國家治理體系和治理能力現代化。完善經濟社會考核評價體系研究是一項復雜的系統工程，我們要堅持“五位一體”，夯實基礎條件，設計指標體系，優化考核評價方法，重視開發應用。
一要完善國民經濟核算制度方法。引入國民經濟核算前沿理論與方法，改革與完善經濟指標的核算方法，為構建與“五位一體”總格局相適應的經濟社會發展考核評價體系創造基礎條件。
二要貫穿生態文明建設於考核評價指標體系全過程。把資源消耗、環境損害、生態效益等體現生態文明建設狀況的指標納入經濟、政治、社會、文化、生態等系統，構建考核評價指標體系，從而全面、准確考察“五位一體”總格局的發展和變化規律。
三要確定綜合考核評價方法的優良標准。從理論上給予解釋並提供切實可行的優良判別方法，解決“多方法評價結論非一致性”問題。
四要創新“大數據”應用於經濟社會發展考核評價。應用“大數據”的理論與方法，提高數據的可獲性及質量，支撐經濟社會發展考核評價體系的構建與應用。
五要考核評價國家及主體功能區經濟社會發展。全面系統研究國家及主體功能區經濟社會發展的水平、結構、潛力以及影響因素，推進地方政府政績考核制度改革，建設生態文明，實現“五位一體”全面、協調、可持續發展。
六要構建經濟社會發展考核評價數據可視化平台。目前尚無針對經濟社會發展考核評價的直觀的數據可視化平台，我們基於理論研究、基礎數據核算、考核評價體系設計、應用分析，構建數據庫及可視化平台，以滿足多層次用戶需求，擴大應用領域，推廣研究成果。

Evaluation Mechanism Design in the Context of Deepening Reform Comprehensively
—Thinking on China's Current Economic and Social Development Evaluation System

Abstract: The evaluation system plays an important role in guiding economic and social development. A good economic and social development evaluation system can fully reflect people's all-round development and require the government to pay more attention to ensuring and improving people's livelihood and let all the people increasingly share in the fruits of economic development in an equitable manner while promoting economic development. Under the guidance of the spirit of the important speeches of General Secretary Xi Jinping, the Party's Eighteenth Congress and the Third Plenary Session of the Eighteenth Party Central Committee, this paper systematically thought about how to improve the evaluation system for economic and social development, and suggested ameliorating the national economic accounting system, establishing the evaluation indicator system for economic and social development that complies with the "five-in-one" overall arrangement, optimizing the methods for comprehensive evaluation, and setting up a visualized platform for the economic and social development evaluation system.
